Picking several tags shows captures that have any of them, not only captures that have all of them.
Tags
Tags are labels that cut across spaces, and a capture can have many.

Add tags
Tags ignore case and a leading #, so “#Design” and “design” are the same tag.
Select one or more captures and press T. Or right-click a capture and choose Add tags, or use Tags in the inspector.
Type to search your tags, or type a new name to create one.
Open a capture and tap Tags. For several, select them and tap Tag on the bulk bar.
Search in Search or create tags, or tap New tag “name” to make one.
Filter by tag
Click Tags in the sidebar, or press ⌘4.
Click one or more tags. Each shows how many captures use it.
In search, you can also type “#name”.
Open the library's Filters sheet and pick tags in the Tags section.
Or search on the Places page.
Rename or delete a tag
Click Tags in the sidebar, then right-click a tag.
Choose Rename tag or Delete tag.
Go to Settings → Tags.
Tap a tag to rename it, or long-press it for Rename and Delete.
A rename updates every capture with that tag. Deleting removes the tag from every capture, and you can undo it right after.
Questions
Why didn't my rename work?
Another tag already has that name. Tags can't be merged.
Can I undo deleting a tag?
Yes, with Undo on the message that shows right after.
